About EA unlock and decompile service?

I see in ea purchase, there is a addtional service: unlock and decompile. So what is this service meaning and if I use this service, do I have to pay additional fee?

1. Unlock = Remove License including ID limit and Usage Date
2. Decompile = Ex4/Ex5 to MQ4/MQ5
3. Service cost you need to send file for checking, then we will quote, if you agree you need to pay 100% in advance, if you do not agree just ignore
4. Unlock time within 48 hours delivery depending on complexity, Decompile delivery time from 4-14 days depending on complexity
